Changes:
-Added the ability to send a chat notice when
someone new follows

Limitation: CB apps are stored in temporary memory,
so there is no way to tell if users have followed in
previous streams. This app will prevent users from
spamming follow/unfollow, but nothing prevents them
for doing it once per app restart.
