Timed vote with tips

Vote with tips but uses a timer instead of a token goal

Full Description

This app is like the vote for tips app but instead of setting a goal which has to be reached to choose the goal, you choose
a time limit and after that time the highest option is the winner. This should give a higher token potential because
people can outbid each other right until the end.

Please note: this app has a special mode for busy rooms which should avoid the crashing that other apps experience. You have to turn it on in settings when you launch the app. It will disable the panel display (below your video) but the subject will still update with the current top goal and you can get the full stats using the /stats command.

Commands:
/stats - See the current voting stats

This is only the first version of this app, while I have tested it a bit, I can't be sure it does not have bugs as
I have not been able to test it in a live, busy room.
