Send warning messages to users with no tokens, then silence them until your next show, or until they buy tokens.

For example:
+ Give them a notice when they join your channel that they can send 20 more messages
+ After 10 messages, they get notified that they can send 10 more.
+ After 7 more messages, they get notified that they can only send 3 more.
+ After the last 3, they are silenced.
